The maximum global APR value of the $MISAD stake is 200%, it will start to go down as soon as we have an issue greater than 1643,836 $MISAD per day.

3,000,000 / (365 * 5) = 1643.836

The amount will be reduced proportionately so that the 3,000,000 are distributed over 5 years.
